  Who are we 

 

 

In view of the lack of coordination and commitment of proper sectors, redundant sectorial policies and strategies are currently available. This proves that the concerned administrations have always opted for the easier choice as many costly studies were often re-contracted-out and sometimes for the same companies instead of being updated and completed.

In view of the above- mentioned reasons, a project has been launched in order to provide  OMSAR with a unified yearly updated database that includes all projects and studies related to the development and upgrading of public administrations and agencies.  

 

For this object, HE the Prime Minister issued the circular no. 8/2001 dated 24/2/2001 according to which all public administrations and agencies were requested to provide, within one month as of the notification date, all necessary data or information about any plans of rehabilitation, development, and modernization being/expected to be implemented.

 

As public administrations and agencies had no reaction in this regard, which prompted the Prime Minister to issue a new circular (no. 34/2001 dated 30/10/2001) that had been as well ignored, H.E the Minister of State for Administrative Reform Mr. Foual el Saad decided to create a committee charged with following up the implementation of these 2 circulars.

As of 2002, a team from OMSAR proceeded to collect, photocopy, and classify these studies in a database. In order to create this database, the work team contacted all public administrations and agencies, consulting companies, and private institutions having conducted studies in the below mentioned sectors. There were more than 5500 studies and projects ( in Arabic, French , and English) covering the following sectors: Industry, agriculture, interior and municipalities, foreign affairs and emigrants, youth and sports, information, transport,  public affairs, tourism, justice, rural and regional development. In addition, some studies have been conducted by international organizations such as the UNDP, FAO, ESCWA, as well as institutions from the private sector, NGO’s, and consulting companies.
